FTP Process is Not Generating Transfer Rates and ORA-00904 Errors in Debug Log

Symptoms
On Oracle Financial Services Funds Transfer Pricing (FTP) 5.6, when attempting to run the August current month for products defined with the Moving Averages transfer pricing method, no transfer rates are generated. The following error is found in the FTP debug log:
