Adding Items with Attachments onto a Change Order Results in Error: Unknown Number: Object Does Not Exist. (Doc ID 1587203.1)

Symptoms

When attempting to add items with attachments onto a change order, the following error occurs.
Unknown Number: Object does not exist.

Error in application server log:

Expected Behavior:
 To be able to add objects to the affected item tab

What is working:
 Items without attachments

The issue can be reproduced with the following steps:
Pre Condition: In Java Client set the SmartRule: Copy Files to Rev File Folders to Copy or Copy with Warning
1. Log into Agile Web client
2. Go to a change order | affected items tab
3. Try to add an item that has an attachment via drag/drop or search
