Incorrect Taxes Calculation on Usage After 721 to 75 Upgrade (Doc ID 1587525.1)

Symptoms

Taxes are not getting calculated for the events created in BRM 7.2.1 and migrated to 7.5 (e.g. usage events). All events created in BRM 7.5 have their taxes correctly calculated.

Scenario (taxes are not calculated for migrated events):
1. Create an account in BRM 7.2.1
2. Load usage events for the account in 7.2.1
3. Migrate DB with the above account to 7.5 using OOB upgrade scripts
4. Run billing for the migrated account

Actual Result:
Taxes is calculated only for new events created in 7.5 (like MCF charges, MCF discounts etc)

Expected result:
Taxes should be calculated for all events, including migrated events (usage events)

Notice that the usage event (EventDelayed) has no tax impact against it.
