Symptoms

When attempting to add a secondary wallet to an existing subscriber, the following PI (Provisioning Interface) error response is generated:

CCSCD1=ADD:ACCOUNT_NUMBER=<NUMBER>,PRODUCT=<PRODUCT>,WALLET_TYPE=Secondary,MAX_CONCURRENT_ACCESS=100,CURRENCY=<CURRENCY>,SYNSTAMP=2013100418533040;
CCSCD1=ADD:NACK:10-The BE_ID 1 does not exist,SYNSTAMP=2013100418533040;
