Add ToDo Entry Query Page Does Not Filter Out Automatic Typed TODO

Symptoms
the drop down list should only contain the MANUAL typed TODO, but it seems that all typed TODO are listed here
** Steps to Recreate ***
1. click Main Menu--TO Do--To DO Entry +
2. it pop up a "Add To Do Entry " window
3. click "To Do Type" filter , it listed all types of TODO
Expected Result:
It should have only manual To Do Types.
Actual Result:
It is having all To Do Types.
