'Cannot Mark as Submitted' Error when Worklist > Bulk E2B Transmit > Mark as Submitted

Symptoms
For an E2B which has received an Error ACK, when user executes Worklist >> Bulk E2B Transmit >> Mark as Submitted,
an error message is displayed but it can be changed to Submitted on Case Form >> Regulatory Reports tab.
Error Message:
