'Cannot Mark as Submitted' Error when Worklist > Bulk E2B Transmit > Mark as Submitted (Doc ID 1615403.1)

Symptoms

For an E2B which has received an Error ACK, when user executes Worklist >> Bulk E2B Transmit >> Mark as Submitted,
an error message is displayed but it can be changed to Submitted on Case Form >> Regulatory Reports tab.

Error Message:

正しく送信されない情報や、ビジネスレベルACKの受信に成功してい
ない報告は提出済みとマークすることができません。

Reports that are not successfully transmitted or have not received a
successful Business Level Acknowledgement cannot be marked as submitted
