Goal

CCB 2.3.1
The following error is raised upon running TD-BCUPL batch:

 
To Do's are raised for the errors during RCB upload, but the batch is raising duplicates. The batch program is completing the previously raised to dos and raising new to dos (raising 1 to do per thread).
How to resolve this issue?
