How to Get the List of Users Who Was Assigned to Team Tab of the Projects at Least Once (Doc ID 1620522.1)

Goal

Product managers can assign users who do not have privilege to access to Projects at the system level, and can grant the privilege when the user is added to the Team tab.
Is there way to find out the users who was assigned to Team tab at least once?
This is needed to check the users who has access to PPM objects so that the number of those users are not surpassing the number of PPM user license purchased.
