OCMC/OCCAS-SC Installer Does Not Work And Throws Error In CreateOUIProcess (Doc ID 1622438.1)

Symptoms

General:
Installation of OCSB/OCMC/OCCAS-SC fails with an error

Environment:
On RHEL 6.3, when trying to install OCSB/OCMC/OCCAS-SC.

Error:


Steps to reproduce:
1. Install a server with Linux RHEL 
2. download OCSB/OCMC/OCCAS-SC binaries
3. Configure the silent install file (see installation instructions)
4. Install the product by following documentation

Note that the same issue might occur with any Oracle product using Oracle Universal Installer
