SPLAdf is Not Loading Due To 'failure when processing annotations" Error In A Cloned Environment (Doc ID 1630629.1)

SPLAdf is failing deployment due to the following error:

This enviroment was cloned from a test environment.
Configuration,,, and was performed and the application started, but the Weblogic Console shows that the SPLAdf component state is Failed.
