Symptoms
On : 8.6.4.8322 (8.6.4.8x) version, Control Management
When attempting to schedule Transaction Synchronization, the job fails. Scheduled Transaction Control Analysis of several controls also fails.

The issue can be reproduced at will with the following steps:
1. Schedule TCG ETL to run.
2. Review in Manage Job when the job runs.
3.Similarly, scheduled transaction Control analysis also fails.

The issue has the following business impact:
Due to this issue, users cannot have scheduled TCG ETL or Control Analysis.
