A Probable Service Outage (PSO) Not Moving With a Customer if a Damage Assessment is Entered via Work Agenda

Goal
A PSO (Probable Service Outage) is not moving with a customer if a Damage Assessment is created via the Work Agenda. However, the PSO does move if the Damage Assessment was created from the Control Tool.
Steps to recreate the issue:
1) Enter a call (LTS OUT) for a customer. This will create a PSO.
2) Enter a Damage Assessment from the Work Agenda for the newly created outage - this will create a 'DA' symbol in the Viewer
3) Move the calling customer to another xfm using the Move Customer action in Trouble Info
4) The PSO is now displayed on the old device (xfm) and the new one
