DA7 - Organizational Administrators Have Problems After Upgrade From DA 6.x

NOTE: This customers upgrading from DA 6.4 or earlier will be upgraded to DA7 in "Access Manager mode". To be fully updated, customers should move to DA7 in "Direct LDAP mode".
NOTE: This article was written in the context of DA7 before patch -10, esp. the new product documentation in docs.oracle.com
This means that this article assumes that the upgrade would be done via legacy patching (not ARU).
After upgrading from Delegated Administrator (DA) 6.3 to DA 7, a variety of problems were reported with Organizational Administrator, including, but not limited to:
- Odd errors when using commadmin.
- Errors in DA console when making changes.
- Wizard based sessions in DA console returning an error and failing to close.
The underlying commonality is that the change to the users, groups and resources nodes succeed but, updates to the domain nodes fail.
The Directory Server error log will contain errors that say:
The problems are related to the manner of the upgrade. Upgrades to DA7 should only occur from DA 6.4, and if possible, the most recent patch version of DA.
