BRM 7.5 PS7 Client Tools Not Installing On Windows 7 64 Bit

Goal

The user has downloaded the BRM 7.5 PS7 version of clients tools (Customer Center, Developer Center, etc.). When running the setup.exe as Administrator, nothing is happening, the installer is not been triggered at all.

The client system is Windows 7 Professional (64 bit), Service Pack 1, and JRE 1.7 has been installed and enabled.
