Channel Not Dequeuing Any Messages (Doc ID 1667380.1)

Symptoms

A new channel was created and messages are enqueued to the channel, but no messages are dequeued.

Adding master_debug to the channel definition does not produce any additional log files.

The job_controller.log* contains:

The imsimta qm summarize -data_base command shows "Pending" messages in that channel queue, but none are "Active" or "Delayed".

Changes

This was a new channel definition.
