Some Line Items Are Still In Progress After Order is Cancelled (Doc ID 1667761.1)

Goal

Why are line items left "In Progress" After order has been cancelled in OSM  7.0.3.

When you have a Base Order "In Progress" (Sync Customer function has completed) and you submit a "Cancel" order, some line items are getting updated as CANCELLED (as expected) in the path - DataArea/UpdateSalesOrder/SalesOrderLine/Status/Code and some items are not.

Why is this occurring?
