Why Does UPD_LOCK_OC Not Allow Updating of Locked CRFs in RDC Onsite? (Doc ID 1669000.1)

Goal

CRF Pages (RDCIs) are locked in RDC Onsite however the patient data or a discrepancy needs to be updated.  UPD_LOCK_OC has been granted to the user however the user is not able to update the locked data.  What is needed to give a user the ability to update locked data in RDC Onsite?
