Delivery Slow for All Users, Mailbox is busy for Some Users - Very Often (Doc ID 1677451.1)

Symptoms

Users on one of two backend message store systems are reporting delays in mail delivery.

The mail.log_current on that system shows many "Mailbox is busy" errors - much more often than normal delivery should be happening - for only a few users, and much lower than normal rate of successful delivery for other users. For more information about "Mailbox is busy", see Doc ID 1267404.1.

Changes

Upgraded from Messaging Server 7.0.4.x to 7.0.5.x.

This situation could happen on any 7.x version prior to 7.0.5.32. But it is likely to happen immediately after upgrading from an older version to 7.0.5.
