Scheduler UI Shows Scheduler Status As "Not Running" While The Scheduler Is Running.

The Scheduler UI is showing the Scheduler as "Not Running" while the Scheduler is running. In addition to this, the UI is showing a "No threads available for the scheduler batch process" error.:
'Execution Details' Section
Level of Service: Error
Level of Service Reason: Scheduler (SchedName) is not running
Scheduler Execution Status: Not Running
Error Information: No threads available for the scheduler batch process
This issue can also be associated with an error on the Activity stating, "Can not communicate with any eligible schedulers, Scheduling details may be out of date. (11503,10073)"
