Scheduler UI Shows Scheduler Status As "Not Running" Or "Disabled" While The Scheduler Is Running. (Doc ID 1679261.1)

Symptoms

The Scheduler UI is showing the Scheduler as "Not Running" or "Disabled" while the Scheduler is running.  To verify Scheduler activity we see log files are being created and dispatcher functionality is fully intact.  Therefore, this is a cosmetic issue where the status oif the scehduler batch is incorrectly reported.

In addition, the UI may show "No threads available for the scheduler batch process" error.:

'Execution Details' Section

Level of Service: Error
Level of Service Reason: Scheduler (SchedName) is not running
Scheduler Execution Status: Not Running
Error Information: No threads available for the scheduler batch process

This issue can also be associated with an error on the Activity stating, "Can not communicate with any eligible schedulers, Scheduling details may be out of date. (11503,10073)"
