Symptoms

On :  5.5.1 version, Install, Migration, Upgrade

When attempting to configure EBS Agent instance CFAR12PR on CCG pre-prod env.
the following error occurs in Create SYSTEM Database Link job.

ERROR

ORA-04052: error occurred when looking up remote object SYSTEM.DUAL@CFAR12PR_SYSTEM_DBLINK
ORA-00604: error occurred at recursive SQL level 3
ORA-12154: TNS:could not resolve the connect identifier specified ***** ORA-04052: error occurred when looking up remote object SYSTEM.DUAL@CFAR12PR_SYSTEM_DBLINK


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. ERP workbench > edit Agent component > Submit

2. View job log for Create SYSTEM Database Link job
 
Note : dblink name here is given as an example, yours will be different.
