PDR Displays Blanked Out Data (Doc ID 1684253.1)

Goal

A patient has got a page which has been marked blank.
However, the PDR displays the data. Data is visible. Not blanked out.

The RDC Onsite application shows the correct page marked blanked (fields are greyed out).

What is causing this? Is this a bug?
