On Configuration Controls Governor (CCG) 5.5.1 version,

Oracle Configuration Controls Governor (CCG) monitors setup data in business management applications.

After installing CCG on Weblogic, when attempting to navigate to either the "User Profiles" or "Users" screen in CCG application, the following error occurs:

Error encountered while processing the request. Please try again.
If problem persists, please contact your System Administrator.

### Steps to Reproduce ###
1. Log-in to CCG
2. Navigate to Administrator > Click Users.
3. See that the error message reported above is displayed.
