Symptoms
On a production environment, a lot of CRM requests are failing with error PIN_ERR_NOT_FOUND.
As investigated further, the issue is after applied latest <Patch 19225422>.

Configuration:
a) config_billing_delay set to 1 day
b) actg_cycle_dom set to 1
c) calc_cycle_from_cycle_start_t set to 0
Steps:
1. On Sep 1, 2014 create a plan with a deal having a product and discount
2. On Sep 15, 2014 inactivate both product and discount
3. On Sep 25, 2014 reactivate both product and discount deal with effective_time Sep 20, 2014
