How to Reuse Oracle Enterprice Manager Roles/Policies Configuration? (Doc ID 1926820.1)

Goal

To create a User and restrict him for certain Read Only Policy We have to configure in Weblogic Server assigned Role and Policies in Enterprise Manager.

Can we create some installable jar or ear file where we define all the policy and role and just install it in weblogic server?
Means not to configure it in weblogic/enterprise manager, but to put it in a installable file.
