Threshold Defintion Set is Always 1 in Notification message Of Threshold Traps

Symptoms
It appears that somehow the final digit in the threshold definition is being truncated, in the threshold traps(Initial Request Count and Session Gauge traps). It seems to be correct in the ascii/ansi format, but the hex has an 08 (backspace).
In the configuration it is 10 for Initial Request and 20000 for Session Gauge but in Splunk it is seen as 1 and 2000.
