ACTUAL BEHAVIOR

When exporting change tracking results to CSV format, change date column data has a date only and no time.
EXPECTED BEHAVIOR
-----------------------
Export to CSV should have a date and time in date changed column, this is how pdf export displays, and is displayed online.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. workbench > change tracking > select any object > export format= csv
BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot see the exact time of change and csv is not consistent with pdf version.
