OCCAS Proxy Fails Returning 200OK

Symptoms
A SIP REGISTER request is received in the OCCAS SIP servlet and is forwarded by Proxy to another listener within the same SIP servlet. The 2nd listener processes the REGISTER request and sends a 200 OK to the original requester but the response fails to be sent out from the servlet container. The same messages work okay with B2BUA.
