Warning Message When Completing FA For CCB (Doc ID 1933869.1)

FA - Field Activity

For CCB 2.4.0.1.0, a new warning message was introduced in patch 17836248, and will also included in the higher version.
The error message is following below work flow:

Set the status according to the selected action
Check if update is allowed for the FA
   If Action is Complete or Cancel
         Get Database's FA Status to compare with Buffer's
   If Action complete is requested and FA Status is Complete or Canceled, issue an error (9, 12604)
   If Action complete , check the FA's FA Type
         If the FA Type is External Service Request (SOM-managed), issue a warning message that the FA is being manually completed (9, 12606)
         Else (CCB-managed), issue a warning message that the FA is being manually completed (9, 12610) (New)

(9,12610) Error message is "You are about to complete the Field Activity online. Please be certain that all related field works have been performed and the system has been updated to reflect what happened.  If not sure, refer to Field Activity Completion documentation for more information."        

In case customer want to disable this warning message for some CM code consideration, a new bug fix was designed.

This change is to allow the utility to have the option to enable/disable the warning.
