Symptoms

Baseline and Partial Update started to fail for all the deployed applications.
Getting "no applications provisioned." error when accessing Workbench.

%ENDECA_TOOLS_CONF%\logs\webstudio_audit.log showed "Unable to contact EAC Central Server" errors indicating Workbench instance is not able to reach EAC server.
