Messages Posted to Web Services Queue Are Lost on Startup (Doc ID 1940997.1)

Scenario:

2 WLS Domains - 

Domain One with WLS 9.2 MP3 which is Oracle Order and Service Management Version 6.3.1.465
Domain Two WLS 10.3.5 (base install Oracle Application Integration Architecture) where SAF Agent is configured

Client on WLS 10.3.5 (Oracle Application Integration Architecture domain) call Web Service on OSM Domain using SAF agent.

The following test is performed:

1. Pause the SAF Agent
2. Shutdown the OSM 6.3.1 WLS 9.2
3. Un-paused the SAF Agent when the OSM 6.3.1 WLS 9.2 was still down.
4. Start the WLS 9.2

The expectation is that the OSM Web Service will receive the messages once the server is back online but the Web Services is starting up before the OSM application is started and thus the messages are already consumed by the time OSM reaches RUNNING state.
