When attempting to Upgrade PCG 7.3.1 to PCG 7.3.2 DB component,
the following error occurs.

STEPS

The issue can be reproduced at will with the following steps:
1. Make sure application is at PCG 7.3.1 level.
2. Run Db component of PCG 7.3.2.
3. Check the log and error file of install.
