Symptoms
On : BRM 7.3.1.0.0 version, Subscription Management
Issue:
On an existing account, when adding a new service and purchasing an product [that grants a free resource] which is backdated to previous cycle, an expected sub balance bucket is not created.
Steps to reproduce:
Setup:
---------
actg dom = 15
billing delay = 4
create product with with MCF (monthly cycle forward) , for /service/ip , grant -7200 free resource 1000007 , valid for 1 accounting cycle
Steps:

1) 15 June : create an account and subscribe to a /service/ip
2) 15 July : run partial bill (pin_bill_day)
3) 17 July : add new /service/ip and purchase product using op_cust_modify_customer, backdated to 13 July.
4) 19 July : run final bill (pin_bill_day)
Actual :

At step 3, following sub balance bucket is created:
VALID_FROM VALID_TO CURRENT_BAL

Expected :
------------
