[deploy] 401 Unauthorized Error When Deploying Cartridge Using CMT Tool (Doc ID 1955640.1)

Symptoms

OSM version 7.0.3.1020 using O2A PIP.
Design Studio for OSM Orchestration Version 3.1.3 Build id B383
Java version initially 1.5.0_06, then upgraded to 1.6.0_18

When trying to automatically deploy cartridges using CMT tool (Cartridge Management Tool) , the error '' [deploy] SEVERE: (401)Unauthorized '' appears for the user 'osm'.

However it works fine when manually deploying the cartridge using Design Studio with that user 'osm'. That user has access to all of the groups.
