Error searching for locations in PSR Ordering Dialog Search Locations window; java.sql.SQLSyntaxErrorException: ORA-01722: invalid number (Doc ID 1958351.1)

Symptoms

java.sql.SQLSyntaxErrorException: ORA-01722: invalid number error is thrown when attempting to search for a location in the PSR Ordering Dialog window.

NOTE: The behavior occurs when attempting a Location Search by City name without first specifying a State value.  Example; DALLAS is a valid City name for the State of Texas(TX).  Searching for City = DALLAS without State = TX results in the exception.

5. Click the Search Now button and the exception is thrown
