Blackout Windows Cannot Be Changed Or Removed

Symptoms
Several blackout windows have been configured, however the blackout periods cannot now be deleted or altered. The following actions fail:
- Alter the window duration
- Disassociate the scans associated with the blackout window
- Delete the blackout window
