Manually Allocated Emergency Activity Fails To Dispatch Corrected in MWM v2. (Doc ID 1964965.1)

Emergency activities that are manually dispatched sporadically sit in a "queued for dispatch" status indefinitely. Unassigning and reassigning the activity does not push the dispatch.

This does not happen to all activities, but does happen sporadically to emergency activities that are manually dispatched.
