Cannot Use Contingent Worker As A Planner In ASCP - Code Fix for 12.1.3.8 and 12.1.3.9.1 only (Doc ID 1982372.1)

Cannot use contingent worker as a planner in ASCP. Get error "Planner For This Item Is Not Defined As A Current Employee"

I understand the issue, but in R12 this should be possible as the original issue:
"DELIVER_TO_REQUEST - The requester is not an active employee

Cause: You entered a requester who is not a valid employee.
Enter: Enter a requester who is a valid employee.


PREPARER_ID - Preparer is not an active employee

Cause: You entered an inactive employee as the preparer.

Action: Enter an active employee as the preparer.
Action: Make the preparer an active employee."

Is not longer there as R12 supports contingent workers so why does ASCP not support them?
