Symptoms

The assignProvisionPlanProcedureRequest XML API method throws an only an "Unhandled process exception" when attempting to assign a Provisioning Plan. Assigning a Provisioning Plan for the same order throws a task dependency type error indicating the [TASKNAME] task is a child of the [TASKNAME] task and that it cannot be a parent and a child of another task.

Steps

The issue can be reproduced for specific orders that invoke Rules and Behaviors that insert a task that violates the task dependencies circular reference business logic

1. Assign a Provisioning Plan using the assignProvisionPlanProcedureRequest XML API method
2. Assign a Provisioning Plan using the GUI

Unable to assign Provisioning Plan using the assignProvisionPlanProcedureRequest XML API method.
