DAP WSDL Import Does Not Retain Optional Checkbox State When Configuring Multiple Operations

Symptoms
On all versions of Oracle Network Charging and Control (NCC) a known issue occurs when a Web Services Description Language (WSDL) is imported using the Data Access Pack (DAP) WSDL Import screens when importing operations from a WSDL file.
If the WSDL file contains definitions for multiple operations with optional elements, then it is not possible to configure multiple operations at once due to any deselected optional parameters being re-selected as soon as a different operation is updated.
For example, here is an imported operation with it's optional elements deselected:
After clicking a different operation, then returning to the original operation, the deselected optional elements are re-enabled:

Due to this, it is never possible to configure multiple imported WSDL operations at once while excluding optional elements.
