Unable to Start ASAP and It Is Giving the Error - ORA-01017 (Doc ID 1991898.1)

Symptoms

We are unable to start the ASAP servers:

start_asap_sys -d

It is failing with the following error:

Mar 16 13:17:53 2015: Error - ORA-01017: invalid username/<password>; <Login> denied
 errcode[1017]
Mar 16 13:17:53 2015: Fatal Error in retrieving initial secure data due to invalid ctrlAS11/Ctrl<password> login information
---------------------

However - the username and <password> are defined correctly. 

Output of the command 'GetCSF<password>' and 'Get<password>' were as below:

# GetCSF<password> weblogic
Failed to open the CSF store. Error Code [28759]

# GetCSF<password> $CTRL_USER
Failed to open the CSF store. Error Code [28759]
