OCSG Is Sending Budget Alarms Even Though No Quota Configured (Doc ID 1996159.1)

Goal

It is observed that OCSG sends the following alarm about Budget limit but there is no quota limit.

"Budget value is below 20% of max value."

This is to eliminate the concern and explain the OCSG behavior why sending the alarm.
