Unable to Use Global Address Book in Outlook Connector (Doc ID 2009288.1)

Symptoms

When I try to use the Global Address Book in Outlook over SSL while using the Outlook Connector (OC), often the connection with the Directory Proxy Server (DPS) fails.  OC displays the following error on the client:

 "Unable to bind to ldap server <server.domain>. Please contact your Administrator".

I can normally contact the same LDAP Proxy over SSL using JXplorer (Java ldap browser), Thunderbird's address book, LDAP Browser/Editor, etc.  And, if I use the connection on port 389 (no SSL), it seems OC has no problem in contacting the LDAP Proxy.

The following errors are noted in the DS proxy access log and in the OC sjoc.log files during the failure:
