Attempting To Schedule A Job (e.g., BVS) And Jobs Fail With 321300: Submit Failed

After setting up a schedule for a Batch Validation Session (BVS) and then clicking Submit Job, following error message is returned:

  321300: Submit Failed

NOTE: Running a stand-alone BVS works fine.   Also, running and scheduling individual reports work as expected. The "321300: Submit Failed" message only occurs when attempting to schedule a BVS job.
