Unable to Create Customer Due to Errors in /payinfo/cc Validation After PS11 Upgrade (Doc ID 2016651.1)

Symptoms

On :  7.5.0.11.0 version, Customer Registration

After upgrading from PS4 to PS11, the op_cust_commit_customer opcode failed to create customer and the error was pointing to the failure in op_pymt_pol_validate_cc opcode. However, the same op_cust_commit_customer opcode worked ok in PS4.

In PS4, op_pymt_pol_validate_cc was not called, since the cc_validate is set to 0 in the cm pin.conf.
In PS11, even though cc_validate is set to 0, the payment validation opcode was still called during customer registration and failed with below error.

Error snippet in cm pinlog:


Scenario:

1. In the pin.conf, set cc_validate to 0
2. In Customer Center, create a credit card account
3. Verify that the payment validation opcode PCM_OP_CUST_POL_VALID_PAYINFO still been called with above error in the log
