Symptoms

On : 5.5.1 version, Oracle Configuration Controls Governor (CCG):
CCG monitors setup data in business management applications. The application of the patch 20897396 is failing with the following error:

 listener com.applimation.amplatform.listener.AMListener failed:
 java.lang.NoClassDefFoundError: oracle/i18n/text/OraBoot.
 java.lang.NoClassDefFoundError: oracle/i18n/text/OraBoot

and the CCG test instance has not loaded properly and we get
Error 404--Not Found

1. Apply patch 20897396
2. The patch errors with the error listed above
