Symptoms

On :  5.5.1 version,

When attempting to deploy change tracking for sysadmin xx.xx object Descriptive flexfield Segments
the following error occurs.

PLS-00907: cannot load library unit AM_AGENT2.TICK_P_0000000000018542@AM_AGENT_INK2.xxx.COM (referenced by )
CREATE OR REPLACE TRIGGER FND_DESCR_FLEX_CO5788_18544_AM


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. workbench > create change tracking definition for  sysadmin xx.xx
2. submit
