CCSPART_maintenance.sh Fails to Create New Partitions with "ORA-01537: cannot add file 'XYZ.dbf' - file already part of database"

In Oracle Communications Network Charging and Control (NCC), the Charging Control Services (CCS) Partitioning (PART) script /IN/service_packages/CCSPART/bin/CCSPART_maintenance.sh fails to create new partitions for the CCS_BE_CDR table.
For example, when trying to create a new partition for week 24, it fails with the following error in the logfile:
CRITICAL: ORA-01537: cannot add file
'+PR_SMS_EDR/smf/datafile/CCS_BE_CDR_Y2015_W24_###.dbf' - file already part of database
The CCS_BE_CDR_Y2015_W24 tablespace and datafiles are created, but fail to be added as a partition to the CCS_BE_CDR table.
Changes to the number of datafiles supported by CCS_PART.
