The Installation Does Not Upgrade The Database (Doc ID 2055152.1)

Symptoms

This issue happens on an upgrade where a database purge has been previously run.

Order and Service Management Database Schema Found
An Order and Service Management database schema was found using the credentials provided.
The schema appears to be the same version as the release you are installing, and therefore a schema upgrade is not required.
Click Next to proceed with the installation which will not modify the existing schema.

but the database version in om_parameter is a lower version

The following error is:

This will happen with any purge where you drop a subset of orders.  This will not happen on partition drop.
