Importing a Cartridge from A .sar file (Doc ID 2060216.1)

Goal

After downloading the NORTELCS2KGWCSN06_R2_0_1.B14 zip file and expanding it, we found out that NORTEL_CS2K_SN06_NODES_PROVISIONING.sar only has 57KB.
After importing this sar file, found out that we only had the Data schema in there, there were no AP, AA, SA, NE templates , etc?
