BeClient Crashing Shortly After Reporting Congestion (Doc ID 2061413.1)

Symptoms

On Oracle Communications Network Charging and Control, there is a known issue with the BeClient running on the Service Logic Controllers (SLCs).  The BeClient is crashing and leaving behind a core file shortly after logging messages similar to the following:

Congestion typically occurs on the Voucher Wallet Servers (VWS') when they are overloaded but can also appear when a VWS node is restarted and all the billing traffic fails over to the second VWS node.

Changes

VWS restart or any significant load increase.
